    Community Engagement Manual

    This manual was developed to provide a framework on how to engage with communities. By measuring indicators, we can understand trends and the reasons behind RoC involvement in design and implementation of policies and programs, and not in M&E. Most importantly, we can create genuine opportunities for RoC and their advocates to participate in DSD activities and decision-making processes.

    The purpose of this manual is to provide a step-by-step guide on how to utilize the community engagement tool during data collection and data analysis of the prescribed indicator set. This manual will highlight key processes related to data collection and data analysis.

    The primary objectives of the manual are:

    • To provide a guide on the data collection processes across three levels: policy, program, and community
    • To provide helpful hints and best practices that country partners can use during data collection
    • To highlight procedures around data analysis and reporting

    Objetivo do Manual de Ferramentas de Envolvimento Comunitário

    Este manual foi desenvolvido com o objetivo de fornecer um enquadramento sobre como envolver as comunidades. Através da medição de indicadores, podemos compreender as tendências quanto às
    razões subjacentes ao envolvimento dos Beneficiários dos Cuidados de Saúde (RoC) na conceção e
    implementação de políticas e programas e não na monitorização e avaliação. Mais importante ainda, podemos criar oportunidades genuínas para que os RoC e os seus defensores participem nas actividades da DSD e no processo de tomada de decisões.

    O objetivo deste manual é fornecer um guia passo-a-passo sobre como utilizar a ferramenta de envolvimento da comunidade durante a recolha e análise de dados do conjunto de indicadores prescritos. Este manual destacará os principais processos relacionados com a recolha e análise de dados. Para mais informações sobre os antecedentes, desenvolvimento e princípios da ferramenta de EC.

    Community-Led Monitoring For Increased Community Engagement in DSD Decision-Making and Programming

    Results from a field rollout of the Community Engagement Tracking Tool in 20 African countries ( Burundi, Cameroon, Cote d’Ivoire, DRC, Eswatini, Ethiopia, Ghana, Kenya, Liberia, Malawi, Mozambique, Nigeria, Rwanda, Senegal, Sierra Leone, South Sudan, Tanzania, Uganda, Zambia and Zimbabwe). 

    The Community Engagement (CE) Monitoring Tool was rolled out between July to November in 2022 across 20 African countries. Findings confirm that CE both serves the needs of RoC,  and also reduces unnecessary burdens on the health system. Approximately 120 people across the 20 countries were involved in the data collection process and engaged mainly with Ministry of Health officials and civil society representatives. The key findings and corresponding recommendations bring further insight into levels of engagement and how to strengthen meaningful community engagement in countries rolling out DSD programs. 

    Essentially, the experience of each of the 20 countries tracking CE is a rich source of learning practices, and country-to-country learning should be promoted to build capacity on successful strategies and incentive action in countries where CE is low, or activities have not been conducted. Partners were also able to build new relationships with authorities and partners, creating potential opportunities to have an impact on their institutional frameworks. Countries also realized the added value of community engagement and the role of communities in HIV responses, having a clear picture of gaps.
